OASIS+ Phase II Is Here: What Contractors Need to Know

The General Services Administration (GSA) has officially launched Phase II of its OASIS+ contract vehicle — and it represents the biggest expansion of the program since its initial rollout. Whether you're an existing OASIS+ awardee or a contractor considering entry for the first time, here's everything you need to know about what's changed and what it means for your business.
What Is OASIS+ Phase II?
On December 4, 2025, GSA announced a major expansion of OASIS+ with Phase II continuous on-ramps and the introduction of five new service domains. This brings the total number of OASIS+ domains to 13 across all six solicitations.
Unlike the original Phase I — which had a defined submission window — Phase II operates through a continuously open solicitation model. That means there are no fixed deadlines and no periodic recompete windows. Contractors can submit proposals when they're ready, making OASIS+ more accessible than ever.
GSA began accepting Phase II offers through the OASIS+ Symphony Portal (OSP) in January 2026, following the release of Amendment 0008 to each of the OASIS+ solicitations.
The Five New Domains
Phase II introduces five brand-new service domains:
Business Administration — covering administrative and management consulting services
Financial Services — spanning accounting, auditing, and financial advisory
Human Capital — addressing workforce development, training, and HR consulting
Marketing and Public Relations — encompassing strategic communications and outreach
Social Services — including community development and social program support
These new domains significantly broaden the scope of services available under OASIS+, creating opportunities for a wider range of contractors to participate.
Contract Modifications for Existing Awardees
In anticipation of Phase II, GSA issued a bilateral modification (PSA908) to all existing OASIS+ contracts on December 17, 2025. This modification incorporated several key changes into Section C, including:
Expanded scope with the addition of five new domains and associated CLINs and NAICS codes
Regulatory updates including Revolutionary FAR Overhaul (RFO) updates
Administrative changes to master contract terms and conditions
If you're an existing OASIS+ awardee, it's important to review these modifications carefully to understand how they affect your current contract.
Scoring and Qualification Requirements
Each of the five new domains has its own Unrestricted and Small Business qualification matrix and scorecard, with 50 scoring credits available per domain.
Qualifying Projects (QPs) remain the cornerstone of the evaluation criteria:
Unrestricted offerors: QPs must have a minimum average annual value of $1,000,000
Small Business offerors: QPs must have a minimum average annual value of $500,000
The primary scoring areas include Qualifying Projects, Past Performance, Federal Prime Experience (FEPs), Contractor Business Systems, Government Facility Clearances, and Other Certifications.
While scoring capability areas are similar across the five new domains, each domain has unique scoring qualifications — especially in the "QP – Integrated Experience," "QP – Management & Staffing," and "Other Certifications" capability areas. Contractors should carefully review the scorecards for each domain they plan to pursue.
GSA released draft scorecards on December 19, 2025, allowing companies to assess their potential standing before formally submitting proposals.

Phase II of OASIS+ represents a significant opportunity, especially for contractors who may not have qualified or participated during Phase I. The continuously open model removes the pressure of fixed deadlines, but that doesn't mean you should wait.
